Federal experience

Work supported by our team includes enterprise-wide transformation in a federal government environment, spanning concurrent workstreams across compliance, HR, finance, and IT in a complex matrixed organization with stakeholder groups across multiple operating divisions.

It also includes federal program evaluation of a congressionally mandated oversight program covering a $21.3B grant portfolio across 23 federal compliance areas, including development of final findings for Senior Executive Service leadership.

Federal · Enterprise transformation

Enterprise transformation in a federal government environment

Work supported by our team included leading enterprise-wide transformation for a federal agency, with concurrent workstreams across compliance programs, HR, finance, and IT. The work included current-state assessment, governance framework design, stakeholder alignment across more than 25 cross-agency partner groups, change management strategy, and multi-year roadmap development. At close, the agency had a numbered enterprise action plan with implementation timelines, a governance model, and leadership aligned around a shared direction.

Municipal · Coaching & culture

Management coaching and culture assessment for a municipal HR department

A municipal human resources department engaged First Water to provide management coaching, consulting, and training for HR staff and department managers. The engagement began with a culture climate assessment (surveys, empathy interviews, and document review) to establish an honest baseline. Findings informed a multi-session coaching and learning agenda built around reflective practice, conflict coaching, and structured protocols for navigating difficult conversations. By the close, department managers were running their own reflection processes and no longer required external facilitation to work through team challenges.
